Public lighting, sanitation, waste and mobility move long contracts, with predictable, index-linked revenue — the kind of asset funds compete for. The tender notice is only the end of a process that began much earlier, with studies someone submitted and which helped shape the very object of the procurement.

That is where the asymmetry lives: whoever submits a feasibility study knows the asset in depth months before the competitors, and reaches the notice with the model already built. There is nothing irregular in this — the instrument exists precisely to attract those who study. What there is, is an obvious advantage most regional players have never used.

We structure the participation: study, expression of interest, economic and financial modelling, consortium, guarantees and bid — with the group's builders when the object involves construction. It is a long-cycle practice, for those who want recurring revenue and not merely the next contract.

A useful institutional detail: whoever submits a study accepted in an expression-of-interest procedure is reimbursed by the winner of the tender. Which means the study has a recoverable cost even for those who do not win — and deep knowledge of the asset for those who bid. Few regional participants know that door exists.

How we are paid

Structuring fee and success on award of the contract. Because preparing a concession precedes the notice by many months, the fee covers work that exists before there is any certainty of a competition — and success only occurs if the contract is actually signed, not if the bid is merely ranked.
